    Why does the return line "cuff" have to be submerged in fuel? As long as the fuel goes into the tank what''s the problem?

    This video does a great job of explaining it. https://www.youtube.com/watch?v=dP6Pogm6Ts0 If you have fuel dumping and splashing onto the fuel in the tank, you can run into issues with fuel foaming and aeration.
